It's believe that this hat was used during many Halloweens to the point where after beliving about the myth of witches the hat was suddenly given its ability.
Today[]
Artie grabbed the hat after he heard of people being fried on Halloween. So he raced over to L.A. and found a older woman who was hosting a Halloween party acting excatly how a witch would act. It was very simple fior Artie to get the hat, and now it doesn't cause anyone any problems.
