Themistocles was an Athenian politician and general, being one of the first of the non-aristocrat politicians pushing for democracy and support of the lower class. Outside of his political career, he was a powerful general that commanded the naval fleet of Athens. With tactics he learned from the first Persian invasion and the Battle of Marathon, Themosticles controlled the allied navy so well that they won decisive battles at Artesium and Salamis, helping turn the tide of the second invasion.
After the war, he ordered Athens to be fortified, angering Sparta. After a vote, the Athenian nobility ostracized him, giving him a small shard of pottery with his name written on it as a “farewell gift”. Only after his death was his reputation reestablished.
It was one of the artifacts traded for two kidnapped Warehouse 12 agents, along with James Tilly Matthews’ Air Loom, Simonides of Ceos' Tally Stick and Smenkhkare's Coffin.

The ostracon allows the user to remotely control and navigate large fleets of ships. They will be able to make the ship move in the direction they desire without steering from the captain. Also increases the user’s strategy in naval exercises tenfold. Downside is that the user will upset the faction they represent by appeasing to any lower or higher classes. They will do this until they are expelled from the group and will be physically unable to enter any areas controlled by that group.
