Origin[]
Hurricane Katrina was one of the deadliest and the most costly hurricanes in recent history. One of the most devastated areas was New Orleans, Louisiana. The mismanagement of FEMA, the Federal Emergency Management Agency, was one of the biggest criticisms of the Bush Administration.
Usage[]
When placed in either a line or a circle with the intent to protect the sandbags will activate. The sandbags will create an invisible barrier that protects against forces on both sides of the sandbags. While no force can actually jostle the sandbags, agents are warned not to move them during use. If even one sandbag is removed the barrier will fall.
Collection[]
The sandbags were collected after residents began searching New Orleans for those in need of rescue. Curiously authorities found a house surrounded by sandbags that seemed untouched by the storm. The grass wasn't even wet! The owner had evacuated to safety before the storm hit, but his/her desire to protect the house must have created the artifacts.
The sandbags have been carefully placed around the Triple-Form Layaway as a preventative measure. Should a water artifact become active the sandbags can be used to prevent the flooding of the entire Warehouse.
