Born Hattie Helen Gould Beck, Sally Rand (or on occasion Billie Beck) was a burlesque dancer known for popularizing the fan dance and creating the bubble dance. She performed most notably at the 1933 Chicago World's Fair, and was responsible for gaining most of the fair's revenue. However, she was arrested numerous times for indecent exposure despite her udity only being an illusion; most times she was either bailed out or pardoned. Before her burlesque career, she starred in several silent films, however, because had a pronounced lisp and a distinct Ozark twang, the advent of sound effectively ended her Hollywood career after about 20 film appearances.

When one dances with the fans, those who watch the performance will be put into a trance of arousal, their attention affixed on the user. Prolonged use can be dangerous not only due to the victims' inability to do anything such as eat or sleep, but also because the overload if chemicals in teh brain can cause potential damage. The fans will also cause the clothes of whoever touches them to vanish. However, like their owner, they will make the voice of whoever uses the fans unattractive.

This artifact was collected by Agents Scott, Draco, and Sordens as their orientations were viewed as a potential safeguard against accidental activation during collection. During collection however, the fans' secondary effects were triggered, removing the agents' clothing. Upon neutralization, they were returned to normal.
