It's unknown how this artifact came to be.

Mr. Stall found this artifact after taking Pete, Myka, Artie and Leena to a storage locker auction to prove he wasn't a threat by finding a few artifacts for them. He showed them how the artifact worked, though the lighter burned his hand a little which lead them to realize that Mr. Kipling cannot always keep an artifact calm, like he did with the others.
