German cardinal of the Catholic Church, he was surprisingly named as Archbishop of Cologne in 1942. Although the regime had banned broadcast of his consecration, locals managed to spread word. Frings heavily denounced the cruel persecutions minorities had suffered by Nazi supporters during the war and pushed for non-neutrality.

The term “fringsen” developed, in which he emphasized stealing food, fuel, clothing and other perishables when no other options where viable; it also referred to asking citizens for help when in need, promising to thank and repay them at a later date. He later served on the Second Vatican Council and was personally summoned by Pope John XXIII to commend his speech, which led to internal reorganization of one of the older congregations.
