The origin of this artifact is unknown.

After finding the wet floor sign, the group of agents (led by Artie) tracked down the robbers as they were planning another robbery that same day. As they took care of the group, Pete had to face off against the robber who was using the whisk and the dress clip. The robber managed to whisk something and catch Pete's hand that held his gun with the mass on the whisk, solidifying around it and making it useless. Pete then had to resort to either throwing things or trying to hit the robber, which in turn activated the dress clip.
In due time, and after many attempts, Pete noticed that the man was moving a lot slower and his skin was changing colour. Since he didn't want the man to die, Pete explained to the robber what the clip was doing and convinced the man to just stand down and turn himself in.
