The Cold War was a state of political and military tension after World War II between powers in the Western Bloc (the United States, its NATO allies and others) and powers in the Eastern Bloc (the Soviet Union and its allies in the Warsaw Pact).
This air raid siren, which was installed in Washington, D.C. during the 1960s, was built to alert the citizens of upcoming hostile attack, but the siren never rang, given that the Cold War never became "hot".

When turned on, everyone that can hear it will believe they are about to be destroyed. It will cause mass panic and widespread looting in preparation of a false disaster. Only those within the range of the siren can be affected.
