Skill Acquisition Artifacts

Artifacts which allow one to acquire skills they lack at the time of activation, such as physical prowess or leaned experiences. Infodumps are generated within the artifact itself as a recollection to past usage, or gleans it from an appropriate expert in the field (which can be a copy or complete export). Some hyperfocus on the skill to the detriment of sociability into obsession.
