When construction on the Tower of Pisa began in 1173, all seemed to be going well. It wasn't until 1178, when the second floor was built, when problems arose. Due to the foundations of the tower being laid on unstable topsoil, the entire base on the tower leaned to one side.
The project was abandoned for around one hundred years until 1272, when the tower was finished in such a way to compensate for the tilt.

The blueprints for the original construct are referenced in the SyFy.com "Create an Agent" artifact expertise section. The crate containing them is also seen in a TV ad spot for the show.
Effects[]
When place on or near the foundations of a building, moving or tilting the blueprints will cause the ground underneath to destabilize and shift. This can cause severe damage to buildings as their foundations warp and crumble.
Until recently it was stored in a crate near some masonry from the Tower's base until it was moved and inadvertently activated. The incident was contained and the artifact moved to a more secure location.
