The agents do not know if this bag came to be when it was made or after in the possession of someone who used it.
Today[]
Mr. Stall received the bag from the thief who had the Hotel Key. He kept the bag not knowing what it did because he had the exact same bag and decided it wouldn't hurt to have another one as the thief basically left everything he owned. Only when his first bag was tossed out did Mr. Stall started to use this one, and it didn't take him long enough to find out what it did.
Right now the Bag can be found in the Personal Effects Storage if not being used. But when Mr. Stall does not use this artifact anymore, it will return to its shelf and aisle in the Warehouse.
